it weeps but is not a weeping willow, it stands about 8 to 10 feet tall, and has big leaves, it resembles an umbrella.

Well if the leaves are narrow it's probably a weeping cherry. If they are kind of fat it's probably a weeping mulberry. There are tons of different weeping trees. Check out the following links and see if they match what you saw.
